Goodwill Welcomes New Board Members

Join us in welcoming two new members to our Board of Directors, Drexel Harris and William I Foster III.

Drexel Harris, HR Strategic Advisor

Drexel Harris has been a member of our Mission Advancement Committee since 2019 and recently joined Goodwill of Central and Coastal Virginia’s Board of Directors.

Drexel Harris, HR Strategic Advisor, oversees recruiting and development of new talent pipeline sources for the Dominion’s Services Company. He is responsible for proactively developing new sources to meet current and future workforce needs.

Originally from the Florida panhandle area, Drexel holds a bachelor’s degree in electrical engineering from the University of New Haven and a master’s degree in Business Management from the Albertus Magnus University. Drexel joined Dominion in 1989 as a Senior Instructor at the Millstone Nuclear Power Station in Connecticut.

He has enjoyed several careers at Dominion, including nuclear instructor, operations engineer, licensing engineer, HR recruiter, HR generalist, EEO/diversity consultant, Six Sigma training manager, HR manager, and HR director. Drexel has over thirty-five years of nuclear and electric utility experience, and over 17 years of human resources experience.

Prior to joining Dominion, Drexel served eight years in the US Navy as a nuclear reactor operator and electronics technician onboard nuclear-powered submarines. He also was a nuclear training instructor for the US Nuclear Navy, General Electric Company, and Long Island Lighting Company.

Drexel has associations with the following community, civic, and professional organizations:

  • Past President and co-founder – Virginia chapter of the American Association of Blacks in Energy
  • Board member – Radiation Advisory Board for the Commonwealth of Virginia
  • Member and Vice Chair – Career and Technical Education Advisory Board for the Commonwealth of Virginia
  • Board member – Pathways in Petersburg, VA
  • Board of Trustee and Chair – Robert Russa Moton Museum
  • Member – Engineering Advisory Board for HBCU-UP at Virginia State University
    Business Policy Task Force member of the National Assessment of Education Progress (NAEP), which is sponsored by the U.S. Department of Education

William I Foster III

William I. Foster III has served as the President of TowneBank Central Virginia and the Carolinas since January 2019.  Prior to that, Mr. Foster served as President of TowneBank Virginia Beach from July 2011 to January 2019.  He served as President of TowneBank Norfolk from February 2005 to June 2011.  Previously, Mr. Foster was employed as the Chief Financial Officer of IntraNexus, Inc., and served as the Hampton Roads President of Central Fidelity Bank.

Mr. Foster has over 30 years of experience in the banking industry, with a background in retail and commercial real estate.  Mr. Foster’s extensive experience in banking and commercial real estate provides significant insight and expertise to the Goodwill of Central and Coastal Virginia Board.
