The Transition to Independence and Employment (TIE) program is dedicated to serving those with obstacles to employment who receive Temporary Aid for Needy Families (TANF) benefits through the Virginia Department of Social Services. The program is designed to move TANF recipients toward personal and economic independence by providing job readiness services and job placement assistance.
Goodwill offers TIE services in Richmond to service those across Central Virginia and in Norfolk to service those across Coastal Virginia.

Participants receive 1 week of orientation plus 8 weeks of paid work experiences to prepare them for independence once their benefits expire. They also receive six weeks of job readiness and life skills workshops that cover the following:
- Conflict Resolution
